DescriptionGENERAL PURPOSEUnder general direction, supervises, assigns, reviews, organizes, coordinates and participates in the work of general accounting staff; leads, oversees, and participates in the more complex and difficult work of staff responsible for performing complex professional and paraprofessional accounting duties in the analysis, preparation and maintenance of financial records and reports; performs professional accounting work to ensure regulatory compliance with governmental accounting standards; prepares year-end audit reports and schedules; performs a variety of highly complex technical tasks relative to assigned areas of responsibility including general accounting, financial reporting, financial analysis, cash management, treasury, projects, grants; budgeting and payroll functions; assists with the analysis for major revenue and expenditure projections; coordinates assigned activities with other divisions; provides highly responsible and complex staff assistance to the Director; and performs related duties as assigned.CLASS CHARACTERISTICSThe Accounting Supervisor works under general direction and exercises a high level of discretion and independent judgment in performing the full range of routine and complex departmental accounting and record-keeping programs. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting and fiscal management. **Vacancy to be filled contingent on City Council approval of adding the position to the City's salary schedule on April 21, 2021**Examples of DutiesThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.Responsible for the day-to-day technical accounting functions including accounts payable, payroll processing and review, account maintenance, and account reconciliation. Maintain advanced and complex accounting records. Review accounting documents to ensure accuracy of information and calculations. Determine appropriate account sources and posts financial transactions in accordance with established accounting principles, procedures, and methods. Plans, assigns, reviews, and supervises lower-level accounting staff; trains staff in work procedures; provides policy guidance and interpretation to staff; conducts performance evaluations; participates in maintaining and monitoring work plans to achieve division and department goals and objectives.Assists with the compilation, analysis and presentation of technical financial reports including the City's Comprehensive Annual Financial Report and various periodic and special financial statements and reports to federal/state/other governmental agencies.Evaluate and develop fiscal practices and controls in accordance with generally accepted accounting principles. Ensure City accounting practices and internal controls comply with sound principles and are within the scope of legal requirements.Analyze, reconcile, and prepare reports for revenues, expenditures, and fund conditions, verify availability of funds; research and analyze transactions to resolve discrepancies; compile and prepare periodic financial statements and supporting schedules and reports. Perform reconciliations of general ledger, subsidiary accounts, bank statements, invoices, and other accounting transaction reports; prepares correcting entries.Assist in the research, analysis, and development of budgets (annual, mid-year and forecast); research and analyze transactions to resolve budget discrepancies; generate and process budget adjustment requests and prepare journal entries; and assist with the development of the budget documents.Analyzes fixed asset, capital project, SB90 Claims, grants and other special fund records and accounts; ensures acquisition, disposal, depreciation, and reimbursements are recorded in compliance with City policies; periodically reviews procedures and coding for ensuring compliance with grant stipulations and external agencies. Perform data analysis for monthly reports and special funds. Ensures month end processing is completed and reports are prepared and submitted in a timely manner to meet government code and external agency stipulations. Assist in preparing audit schedules for external auditors. Research and analyze technical transactions to resolve questions and validate data; ensure fiscal accountability and fund integrity for transactions and supporting documentation.Provide professional and technical guidance and training to staff in the use of accounting software programs; provides technical assistance and troubleshoots and resolves operational problems; assists departmental personnel with budget activity, expenditure coding, document preparation and other accounting related activities.Participate in development and implementation of automated fiscal systems. Coordinate technical and financial information and communications between the Department, IT staff, other departments, and external agencies; provides related technical assistance to City personnel and coordinates programming modifications with Information Technology staff. Maintain knowledge of generally accepted accounting and financial reporting concepts, standards and procedures, applicable rules, laws, and recent developments. Assist the Director of Financial Services with special projects and performs other duties as assigned.MinimumQualificationsKnowledge of:Principles, practices and terminology of general, fund, and governmental accounting, including financial statement preparation and methods of financial control and reporting; budgeting principles and terminology, and payroll processing; cost accounting methods and procedures; laws and regulations relating to the financial administration of public agencies; auditing principles and practices; operations and uses of standard spreadsheet software; principles and practices of business data processing, particularly related to the processing of accounting information and interpretation of input and output data.Ability to:Perform professional and technical accounting and financial support work accurately and in a timely manner; Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria; verify the accuracy of financial data and information; coordinate multiple projects and meet critical deadlines; prepare clear, concise and complete financial documents, statements and reports; Interpret, apply and explain complex policies, laws, codes, regulations and ordinances; Operate a computer and spreadsheet software; establish and maintain effective working relationships with management, staff, vendors, auditors and those contacted in the course of work.Education/Training/Experience:A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university, with a major in accounting, finance, business administration, or a closely related field. Three or more years of increasingly responsible experience in accounting, financial management, budgeting or auditing work, preferably with a government agency with a minimum of one year in a lead or supervisory role.Physical and Mental DemandsPhysical DemandsThe position requires constant sitting and occasional walking and standing; the employee talks and hears, both in person and by telephone.
